A male born July 2, 2019, at Saitama Children's Zoo. As part of breeding cooperation between facilities in Japan and South Korea, he first moved to Tama Zoological Park on November 15, 2023, and in the middle of that month set off for Seoul Grand Park in South Korea together with Tama-born Rian.

The move was announced in a joint press release from the Tokyo Metropolitan Government and the Tokyo Zoological Park Society, which specified as individual data that Sei was born on July 2, 2019, at Saitama Children's Zoo. He was sent to Seoul Grand Park from Saitama via Tama, serving as a link in the Japan-Korea red panda breeding network. The same press release also listed details for Rian (born July 20, 2020, at Tama Zoological Park), who traveled to Seoul with him.
